This capability does not promise fresh revocation data, coordinated single use across disconnected gates, or high-assurance Resident verification. Unknown, stale, payment-dependent, revoked, flagged, and otherwise high-risk cases require manual review.
Offline High-Assurance Resident Verification is a separate planned capability. It will use a fresh scanner challenge and an enrolled resident device's signed response, with local replay tracking and reconciliation after connectivity returns.
